I have 2 hard drives in my pc, my main one (c) has win 98se with all my programs etc.I would like to put xp on the second hard drive(e) to see if I like it, test drivers etc. After it installs you will be given a choice at boot-up if you want to use Win98 or XP. ( I don't care much for XP, too many driver issues)

Connect the drive as primary slave or put it on the secondary EIDE cable. Use FDISK to set the primary partition NOT active. Then it wont be C: after the next boot. Make sure the the primary partition on the 17GB is set active. AFAIK, there is no option in FDISK to remove the Active setting from a partition.

xp boot?
Placed DVD install disk back in DVD drive and rebooted, booted just fine.. Removed second hard drive (PATA), and completely reinstalled Vista to the only drive in the computer (SATA), and all went without issue again, but this time I could boot without having the install disk in the DVD drive....
